With the recast of the European Directive for Energy Performance in Buildings EPBD under way, EU Member states are confronted with a challenge to meet following targets until 2020: all new buildings must be zero energy buildings by 31 December 2020, and - even more challenging - all buildings occupied or owned by public authorities must be zero energy buildings until 31st December 2018. For existing buildings, the Council of the EU could not agree to binding targets, but asks member states to develop appropriate policies for the transformation of existing buildings into nearly zero energy buildings.

The CONCERTO initiative is demonstrating how such a challenge can be met with today’s knowledge and technology and becomes thus – in view of the recast of EPBD –a key role in leading Europe to a breakthrough in Energy Living. With sites in 23 countries and involving a high variety of solutions regarding energy efficient buildings, any stakeholder in the building sector can find a model that matches his/her own challenge. This rich experience is exploited by CONCERTO Premium with the aim to reveal the advantages and benefits of the different strategies based on cross-project analyses and target group-oriented dissemination of the CONCERTO results. CONCERTO Premium will deliver the necessary tools, databases and the assessments to enable a wide spread dissemination and replication of the monitoring process and the CONCERTO good practices and enable policy makers to create the policy frameworks supporting CO2 reduction, use of RES and energy efficiency in buildings. As part of the CONCERTO Premium consortium the DFIU focuses on the identification and calculation of target-group-tailored indicators in order to contribute to the achievement of these targets.
