Project background

Railbound public transportation systems are critical infrastructures. Since they are in most countries easily accessible, they are often the targets of terrorist attacks. Such attacks are usually associated with high human and financial losses. Thus, politics and economics have considerable interest in identifying and analyzing terrorist risk, to minimize the related (in-)tangible losses.
 

Project objective

RIKOV is concerned with developing a holistic risk management concept, to be able to analyze terrorist threats with respect to sociopolitical, economic, technical and organizational aspects. For this purpose, an IT-based decision support system is developed. The system aims at helping political and economic decision-makers to make better decisions in highly complex decision situations.
 

Research methods

The holistic risk analysis approach requires different scientific research methods whose linking enables a semi-quantitative risk analysis. Research methods included are scenario analyses, simulations, multi-criteria decision analyses, indicator analyses, content analyses etc. The overall risk management concept is validated by means of expert interviews, simulations and a real-world excercise.
